Sheffield Wednesday Deals with Serious Challenges, Says Independent Regulator

'Our role is integral to football's future' - independent football regulator the regulator's chair

Sheffield Wednesday's ongoing struggles constitute a "significant problem" and the independent regulator is seeking powers to examine team situations in such situations, the newly appointed chairman the official has declared.

During an extensive discussion, the regulator, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

The chairman convened with four fan organizations connected to the South Yorkshire club in recent days.

The football club have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on several different times, including in September.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the great brands for the English game and this week we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring Wednesday and comparable cases referred to us if they require examination and acted upon."

Financial Struggles and Ownership Situation

Wednesday's embattled owner the Thai businessman indicated in the summer he would be prepared to relinquish control at their home ground, but he has failed to complete a sale with interested parties.

Delayed salary payments on time in spring months led to sanctions by the league officials in mid-year, stopping Wednesday from completing any player acquisitions for the following recruitment periods, although that restriction was lifted in August.

Regulator's Perspective

The chairman stated: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where people are committed to a community organization that has represented their community in many cases.

"I have absolute sympathy for the team's plight, as I do for all the clubs that in modern times have encountered failure, or approached financial ruin, for causes separate from the fans themselves."

Inquired if the oversight body could require an proprietor to divest a club if they are considered unfit, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to collaborate with owners.

"The final option we would consider is start getting involved with an individual club, an specific proprietor, without having the opportunity to collaborate with that owner to try and resolve the challenges confronting the team and the proprietor's dealing with," the chairman stated.

"However, realistically, when you review the record of the game, over the past few decades there have been some owners, few in number, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally refuse to accept accountability for the future."

'Mistakes could erase significant advances'

The regulator engaged representatives from 110 clubs to explain the responsibilities of the regulator on Wednesday and insisted it was a "proactive meeting" with a "substantial involvement" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the football community fails, the significant advances achieved could disappear incredibly quickly," the regulator warned.

"This represents everyone's worst fear in the terms of English football is a substantial accomplishment - we need to continue the progress.

"Substantial financial resources flowing into the game and has been invested for the past two decades, because there's no guarantee it will keep flowing into the sport, which is among the factors explaining I think we have to adopt a precise perspective on risk and of course, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the formation of an authority because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I completely endorse the success and growth as an financial organization of the top division.

"Being fully aware of the apprehension regarding damaging the division as a high-quality offering of this country. But concurrently, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, in fact, they have been informing us confidentially they have a significant confidence."

Partisan Associations

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the political party in 2020.

The chairman donated money to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," the chairman stated.

"I am presently disconnected from any form of political activity."
